Cayman Registry Top Rating Flag State

The latest reports are out, and the Cayman Islands continue to be one of the top performing flags in the world, achieving high rankings across the key port state control criterion used to compare Flag State performance based on the number of times vessels are inspected or held at ports, as well as evaluations of the safety and quality of the vessels themselves.

These excellent inspection results demonstrate that the Cayman Islands Shipping Registry (Cayman Registry) has a fleet of vessels that is among the most trustworthy in the world and is being recognized by the major international Memoranda of Understanding (MOU) on Port State Control as a quality Flag Administration.

For the 18th and 14th consecutive years, the flag has maintained White-list, Low-Risk status on the Paris MOU, which includes those waters of European coastal states as well as the North Atlantic basin, and on the Tokyo MOU, which includes the waterways of the Asia-Pacific area.

Under the MOUs, the White-List represents quality flags with a consistently low detention record. “This demonstrates that the Cayman Registry upholds strict standards for the quality and safety of vessels flying the Cayman Islands flag.” noted Kenrick Ebanks, Global Director of Commercial Services and Registrar.

The Cayman Registry also continues to achieve low-risk status under the United States Coast Guard’s Quality Shipping for the 21st Century (QUALSHIP 21) Program, which identifies companies and vessels that exhibit the highest level of dedication to quality and safety ensuring the highest compliance with international standards and US Law. For the 13th consecutive year, the Cayman Registry is one of the select few Flag Administrations that is qualified for the coveted QUALSHIP 21

Data from PSC inspections are used to determine inclusion on these key port state control regimes, along with efforts to end substandard shipping and improve techniques for identifying subpar vessels are prioritized. These regimes are designed to honour and reward vessels as well as their owners, operators, and Flag Administrations for their collective dedication to the quality and safety of their vessels.

The Cayman Registry’s commitment to the calibre of its fleet is reflected in the achievement of these prestigious accolades and it speaks to the dedication of the Registry and its partners who strive to maintain White-List, Low-Risk status by continuing to uphold international standards pertaining to shipping.
